This magnetic band cards
are used in Bogota, they have a magnetic band to be slipped
thru or inserted inside the phone to enable the calls.
This is the
info on the back of the card:

ETB public phones: Take the handset, insert and
remove the card or slide it and follow the instructions.
If you want to use the PIN code, press the ETB key and
follow instructions".
